CLP Labelling Guide for Fragrance Oils

The Classification, Labelling and Packaging (CLP) Regulation (EC) No 1272/2008 is the European framework that governs how hazardous mixtures are classified, labelled and packaged before being placed on the market. For makers of scented consumer products such as candles, wax melts, reed diffusers, room sprays and soaps, CLP compliance is a legal obligation: every finished product that contains a classified fragrance oil must carry a label with the correct hazard pictograms, signal word, hazard statements (H-statements), precautionary statements (P-statements) and, where applicable, supplemental EUH208 allergen information.

A CLP label is generated from the Safety Data Sheet (SDS) data supplied with each fragrance oil. The SDS discloses the concentration ranges of hazardous components — skin sensitizers, substances toxic to aquatic life, flammable liquids and other classified ingredients. Because the finished product dilutes the fragrance oil into a non-classified base (wax, water, alcohol, detergent), the concentration of each hazardous component in the final mixture determines whether a classification threshold is triggered. A fragrance that is fully classified at 100% may require no hazard pictograms at all once diluted to a typical candle usage of 6%, or it may still require supplemental EUH208 allergen labelling below the full classification threshold.

In addition to the label itself, the tool produces a structured CLP assessment report and evaluates Poison Centre Notification (PCN) obligations. Mixtures classified for human-health or physical hazards and placed on the market in the EU generally require a PCN submission to the appointed poison centre of each member state, and a Unique Formula Identifier (UFI) must appear on the label. The generator indicates when a PCN is required, when a UFI should be added, and when the mixture falls outside the scope of mandatory notification — while still allowing the label to be generated for review in every case.
